The meeting started with recitation of Holy Quran by Jamilbhai Bandali Item No 7 was discussed immediately after the recitation as Bashirbhai had travelled from London: Magazine was praised by the entire EC as an excellent read and full of useful information- especially the Gujarati section. In order for Bashirbhai to continue he was given two options: either remove “Stanmore” or “CoEJ” to avoid the confusion. After a lot of discussion, where internal Hujjat Senior’s problems were cited by Bashirbhai as the main reason for starting the magazine . However, the EC felt and advised Bashirbhai to remove the word “CoEJ” and “Seniors Network Desk” and then he is free to do whatever he wishes. Bashirbhai informed the EC that he will pursue to publish the magazine but will refrain from using Coej or Seniors Network Desk in the title from the November issue. Item No 2 a) treasurer to present breakdown of Hajj’s accounts b) education report – name Arifbhai to be amended to Ashiqbhai - representative from each jamaat on the madressa board - letter commended c) La Chaux-de-Fonds Jamaat – to inform them to attend the Bi-annual council meeting date and advise them to attend to sort out their financial problems - main person for contact Husseinbhai. d) Website was described as very useful and secretariat was complemented. e)Muharrum TV Programme – Birmingham has paid. f)CRB – request all boards to join and vote of thanks to Education Board. g)Coej office at Peterborough – currently 90% used by Peterborough jamaat and maybe 10% for Coej . To find out if local jamaat can give Coej more space or Coej can remove its contents and stop its use. Minutes approved Proposed by Anverbhai Dhanji Seconded by Ashiqbhai Rashid President’s Report: a) to add Ashiqbhai as one of the attendees at Paris for the marriage ceremony. b) to invite Sabira Lakha to attend Bi-Annual conf – Anti-Terror. c) European jamaats are isolated and do not receive any direct help / benefit from Coej- to try to hold exec meetings at Ongoing Maulana problem with Sweden- requests should be referred to ICA No subscription being paid as they see no benefit in associating with Coej. Treasurer’s Report: a) accts for 2004 are with Bhalloo & Co and registration pack has been sent to Inland Revenue – Gift Aid b) 2005 acts are not ready yet. c) 2006 Budget – Boards to be informed to prepare their 2006 requirements. d) previous budget – financing from Wf has not been a problem – huqooq funds from Wf and non-huqooq funds to be raised jointly. e) decision to approve payments to Boards by executive f) 2004 audited accts and 2005 un-audited accts to be included in the package of Bi-Annual conference MAMT Report 2005 tournament at Birmingham was well managed and attended with participants in excess of 500. The incident between Hyderi A and Birmingham B football teams marred the event. The game was full of violence and aggressive behaviour as team supporters were on the pitch – game was stopped a couple of times by the referee and at this point with Hyderi’s lead in the game, it could have won the match but decided to continue and finish it. Pitch invasion took place after the game finished, where 3 players from Birmingham team and a spectator from Hyderi were involved in a physical altercation- the environment became chaotic. Members of the organising sports committee were present and calmed the situation. Hyderi A, having won the match were allowed to progress and play their next game with appropriate disciplinary action for the two teams to be taken after the end of tournament Husseinbhai Jiwa then went about soliciting views from all concerned regarding the incident including the views of the referee. Even though, in this particular game, the instigators were from Birmingham but the overall behaviour of Hyderi teams throughout the day was questionable. Both teams were asked to come up with their own disciplinary action before the organising committee made their decision. Birmingham decided to ban their three players for three years and the organiser apologised and resigned from his position- which the organising committee accepted .Hyderi protested their innocence in this particular game and laid the blame on the referee’s bias towards the opposition. Hyderi’s decision was: - to reprimand the whole team and ban the spectator from attending future events. The organising committee’s decision in light of the event was following: - to ban both the football teams of Hyderi A and Birmingham B for a period of 1 year but the individual players are free to participate in any other events, except football. Action made necessary to send out a clear signal to all that loutish behaviour on the field will not be tolerated. The decision was subject to appeal.
- All members commended at the rational way the decision was taken and Husseinbhai was thanked for undertaking the exercise. The decision of the organising sports committee was approved by all the members present. This in turn will be relayed to the two teams in detail and a copy sent to secretariat.
Bi-Annual Council Meeting 6 monthly meeting way overdue but the main reason being the delay encountered in arranging a meeting with Wf to discuss their views regarding the resolution on non-khums huqooq funds. The venue has been decided as Peterborough and meeting set for 20th November. Ex- president of Peterborough, Br Mohammed Nanji, very pleased with the decision. Notice with the agenda to go out immediately to all the office bearers, jamaat representatives and the head of the Boards, with reports from the Boards to follow a week later. Other organisations like World Federation, Nasimco, Africa Federation, Mehfil-e-Ali and Idara-e-Jafferiya are also to be invited. The president will also be inviting certain individuals. Next Meeting Venue decided – Birmingham with date and timing to be announced. A O B - Education – to pass the database information to the secretariat
- Tele- Conferencing - to make more use of it as it cuts down on travelling and helps to keep in touch. Reservations expressed that ‘one on one’ contact will be lost out. Decided to use tele-conferencing when necessary
- H I B -Health screening at Mehfil-e-Ali on 12th November 2005. It will be of no cost to Coej as all the requirements will be met by the Mehfil. Current chairman( Kakaji ) expressed reservations of offering medical screening to non-member when member jamaats like Hujjat had not had one for few years. Husseinbhai explained that for Mehfil it was already decided and it was just the question of dates. However, for Hujjat arrangements can be made but in the past they have not responded
- M A M T The officials from Loughborough University in Leicester have produced an outstanding bill regarding the MAMT held there in 2004. Even though agreement was reached prior to tournament taking place and full and final settlement was paid, Leicester sports made use of some additional facilities without the knowledge or authorisation from the CoEJ sports committee. A meeting will be held and an amicable settlement will be reached. Amount involved is in the region of £700.
2005 event held at Birmingham should result in a net profit but final figures not ready yet. 2006 event to be sponsored by the Hujjat Sports committee. - Welfare – Rafiqbhai Hemraj of Birmingham was approached by Ashiqbhai to find out the kind of assistance required after the tornado. President had talked to Rafiqbhai during the sports tournament in Birmingham and had promised to look into the welfare of families involved. At the time of the damage, President did make inquiries with Wf and with Birmingham jamaat and no urgency was shown. However, properties on Mosley Road were affected and Rafiqbhai felt that no attention was paid to their plight and they had to rely on their resources to rectify the damage.
- Faith Funding – Home Office has allocated for the faith groups a large amount to be distributed in chunks of either £5,000 or £50,000. Forms have been sent to all jamaats but to date no response and these applications have a deadline. Forms are complicated but help in filling them is available once the response in the form of numbers is received. It was felt that all jamaats should apply and take advantage as all other faith groups are making use of the funds available.
- Bi-Annual Meeting – Anverbhai expressed strongly that Mehfil-e-Ali should be invited and any conflicts with Hujjat jamaat is irrelevant and is now history. Strong links have been established between the two jamaats and currently undertaking property transactions to the benefit of both
