Home Secretariat Information Consultation Document from the Constitution Review Team
The Constitution Review Team (“CRT”) has recently had its first meeting. We were clearly of the view that the fundamental principle guiding our process has to be one of proactive engagement with all the members and stakeholders of COEJ. To this end we are embarking upon a consultation exercise to ensure that everyone can participate in the review of the constitution. It is important that all of us contribute to this process and help to shape the future of COEJ.

We would be interested to have your views, thoughts or proposed amendments in relation to any aspect of the constitution. If you have not already done so, you may wish to consult with your Executive Committee and grassroots members.

To assist you we have set out below some broad headings for you to consider but this is by no means an exhaustive list and nor does it prevent you from adding any of your own:

  • Whether the present Aims and Objects clause need any additions or amendments;
  • Whether every member Jamaat should be represented on the Executive Committee;
  • How to make the Executive Committee more effective in serving the members;
  • The decision making process at the Executive Committee;
  • The balance of power between the Council and the Executive Committee – how to retain the democratic mandate of the Council whilst trying to make the Executive Committee more effective;
  • The composition of the Officer Bearers;
  • Whether the process of electing the President should be changed to allow grassroots members of every member Jamaat to elect the President;
  • Consider election process in relation to other Office Bearers and members of the Executive Committee;
  • Whether the Secretary General should be elected or appointed;
  • The voting structure at Council Meetings;
  • Whether there should be a disciplinary mechanism in relation to breaches of the constitution;
  • The need for a facility for arbitration or resolution of disputes.
