PREAMBLE

The rules and regulations pertaining to traditional style volleyball are the most flexible due to its lack of International recognition. However, adhering to most common of those rules, and adjusting the rest very minimally, COEJ has devised the following for the duration of this tournament.

A few reminders before we go on to the rules

 

1.                  The overall responsibility for the conduct and behaviour of the individuals and the team is that of the captain.

 

2.                  The only representative to communicate with the referee at any time will be the captain. If any member demands audience, an answer or a reaction from the referee (or the organisers) that will be deemed to be indiscipline and may be subject to the disciplinary procedure as laid out. The referee reserves the right to direct his communication to an individual but the contrary is not acceptable. However, in most occasions the referee will also resort to communicating through the captain only.

 

3.                  The captains must introduce themselves and submit the names of their players in the briefing before they start playing.

 

4.                  The captains have the schedules and the fixtures, and the responsibility of providing linesmen and scorers for the particular game. The captains must give the names of the respective volunteers for the specific match, and also ensure they are at the court 5 minutes before the end of the preceding game to take up positions for the match concerned. That is the volunteers (2 linesmen and one scorer) to be named and identified before the start of the previous game.

 

5.                  Time is of the essence and for every participant to get the maximum from the tournament, it is imperative that the captains understand, observe and respect the gravity of starting and maintaining a good tempo on both the courts. To ensure the latter rounds are played with the intensity and time they deserve, the earlier rounds have to be played on timely basis, preferably ahead of schedule. Captains to ensure their teams are at the respective courts, as per the advertised schedule, 5 minutes before the end of the preceding game. Captains have also to ensure that due to the nature of the demand on court time, they should make themselves familiar with changes in schedules with the organisers and keep themselves abreast with the changes. Original schedules enclosed herein are for guidance and preplanning and may be modified to maximise court time

 

6.                  With twenty (20) minutes allowed for each game, it is also imperative that the captains ensure most of the time is utilised in playing in the court rather than wastage and/or deliberations on one thing or another (time outs etc

 

7.                  A maximum of nine (9) players can be nominated in the squad of any team and a maximum of nine players can enter the court as a team. A minimum of five (5) is also a prerequisite to form a team for a match.

 

8.                  Only the net and balls (at the right pressure) provided by the organisers may be used in all matches. The organisers may not entertain any complaints or objections to this requirement.

 

9.                  Captains briefing regarding instructions and queries for clarification and obligations of team captains will be held at 8.15 a m on Sunday morning at the sports centre (courtside) Any captain absent from this briefing will be responsible for having grasped all the rules, regulations and conditions under which the organisers would like to conduct the tournament. Any queries or clarification can be sought at this briefing.  

 

RULES

 

1.                  The formation, duration and modality of play shall be the discretion of the organising committee depending upon the facilities and time available to them to bring the tournament to its completion. The rules below may be changed at the discretion of the committee and the respective teams informed of the changes, if at all.

 

2.                  Late Appearance

 

Any team arriving late by five minutes will be deemed to have lost the toss. In addition the following will apply

 

(a)   If late by 5 minutes from the scheduled start of play, deduction of one point/ or award of one point to the opposition.

(b)   If late by 6 minutes from the scheduled start of play, deduction of two points/or award of two points to the opposition

(c)   If late by 7 minutes from the scheduled start of play, deduction of three points/or award of three points to the opposition

(d)   If late by 8 minutes from the scheduled start of play, deduction of four points/or award of four points to the opposition

(e)   If late by 9 minutes from the scheduled start of play, deduction of five points/or award of five points to the opposition

(f)     If late by 10 minutes from the scheduled start of play, game to be awarded to the opposition at a score of 25-5

 

The application of this rule is entirely at the discretion of the referee and no interference or demand by the opposition will be entertained. The referee may, at his and only his discretion view any mitigating circumstances that may be brought to his attention. However, he may ignore any or all circumstances that may be put before him and no appeal on this issue will be entertained Also note that the schedules enclosed with this dossier are only a guide and all team captains are made aware that the onus is on them to ensure that their entire team (not only part of the team) is ready at the appropriate court well before the end of the preceding match. Five minutes after the end of the preceding match on the court will constitute the start time for the next match. The circulatred schedules, hence, to be treated as a guide only.    

 

3.                  All group stage matches will be played as the best of three, with each game either a maximum of 20 minutes or a score of first to 25 (see points system below), whichever is earlier. In case of a tie at the end of 20 minutes duration, the team holding the serve at the time of expiry of 20 minutes will be deemed to be the winner of that particular game. The referee may exercise the option to play that particular rally to completion to establish the serve holder at the end of that point.

 

4.                  Only one time out per game will be allowed per team for a maximum of one minute. The captains only will indicate with a ‘ T ‘ signal to the referee to request the time out. The restart will be indicated by the referee with a first whistle after 45 seconds, second whistle at 55 seconds and at 60 seconds the score will be called and the play will resume with a serve. The captains are requested not to use the time out as a time wasting tactic and ensure the play is carried on as much as possible.

 

5.                  The ball can only be ‘boosted’ from the net by the designated “netty” only. No other is allowed to ‘boost’ the ball for the third touch. However, other members of the team can ‘help‘to get the ball over the net to the opponents’ court without the assistance of the third touch.

 

6.                  The service has to be from the service box only with at least one foot of the server completely within the designated box grounded and not touching the line, at the point of hand contact with the ball. The server can only enter the court after the ball has crossed the net. Though the linesmen will assist in the judging for any infringement, the referee will have the right to overrule the linesman’s decision if deemed fit.

 

7.                  The net posts will not form part of the playing area of the game and hence any shot hitting a post will be deemed out and dead. The point will be awarded to the opponents.

 

8.                  Any player touching the net or post during a rally will be deemed as a foul and the opposition will be awarded the point.

 

9.                  Play will commence at the sound of the whistle at all times. The server will only serve after the score has been called. On the infringement, the referee will have the discretion to either rule a replay, a dead ball or award the point to the opposition.

 

10.             Spiking at the third shot with one hand/volley is not allowed. Spiking on the third shot has to be with both hands

 

11.             ‘Boosting’ and ‘Helping will only be allowed after the ball has hit the net. For a direct return (without having touched the net en route to the court) from the opponents court, even the ‘netty’ will not be allowed to ‘boost’.

 

12.             Ball landing on the line or part of, will be deemed to be ball an ‘in’ ball.

 

13.             Players setting foot on the middle line during a rally will be ruled as an infringement with the point being awarded to the opposition

 

 

14.             Digging, Boosting or Helping with an open palm contact will not be allowed. Any other part of the hand up to the elbow will be allowable.

 

15.             The mode of play at any injury to any player during the game will be at the discretion of the referee.  The referee will either allow the injured player a short time to recover or ask the player to be removed for treatment. The treated player will only re enter at an end of a rally with the referee’s approval. Players needing kit and footwear adjustment or shirt change will seek the referee’s approval to leave the court and will only re enter with the referee’s permission at a rally’s end.

 

16.             A nominated player may be changed or replaced during the game at only a rally’s end with due notification to the referee and the opposing captain.

 

17.             The Referee’s decision will always be binding at all times on all parties concerned.

 

18.             Among the offences considered grave and subject to disciplinary action, are, ungentlemanly conduct, arguing for line calls, use of abusive language to whosoever or for that matter, any action considered by the referee to be serious enough to institute disciplinary action.

       The procedure in order of action will be as follows:

a)                 Warning to the player via the captain.This warning applies to the whole team.

b)                 Player(s) consigned to the sin bin for 3 minutes by the referee via the captain

c)                  Dismissal from that match via the captain.

d)                 Loss of points to be imposed by the organising committee upon receipt of the written/verbal report by the referee.

 

POINTS SYSTEM

 

1.         Points to be awarded during the set

From this year a new Points system has been devised in keeping with the modern regulations for Badminton and Volleyball Internationally. Any winning rally will be awarded with a point irrespective of the origin of the serve or service. As a consequence of this, the sets will be played to a maximum of 25 points. However in case of a tie at 24-24, the set will be played to a difference of 2 points in favour of the winning team, i.e. either 26-24, 27-25 etc

 

2.         Team points

One point to be awarded for each set one. In case of straight set victory, a bonus point to be awarded to the winning team

 

3.                Team standings at the end of group stages

The first 4 teams in each group to contest the quarterfinals. In case of a tie (equal points) at the end of the group stages, the team having a better points earned against points lost in the entire group matches will be deemed to be ahead. If that is a tie, than the team with a better head to head record will be deemed to be ahead. If that is also a tie than a toss of coin to decide the team that goes through to the quarter finals

 

The organisers reserve the right to scrap the quarter finals and proceed to the semi finals straight in case of any circumstances the organisers deem fit.

In this instant, the first two teams in each group will contest the semi finals. In case of a tie the procedure laid out above will decide the team standing.
