All Jamat’s agreed. Date for the open day will be floated at the time of  MAMT 2007 closing down ceremony.

-    Squash will be held at Bushfield on Monday.

-    Tennis will be held at Bushfield on Sunday (including finals).

2) Golf

Abdul Virji to inform every one of the plans regarding Golf.

We have been advised that:

Thorpe Wood has been selected as the course for Monday.

The course for Sunday is still being decided.

Players' fees would be in the region of £60-£65 and this would cover green fees of approximately £50 plus COEJ entry fees of £10-£15.  This amount is applicable if golf is played over two days. To be confirmed by Abdul Virjee.

It is anticipated that the golf tournament would be self-financing.

3) Accommodation and facilities

Accommodation and facilities to be provided by Peterborough Jamaat / Peterborough Shia Sports.are as follows:

We have researched this and can provide you the following details:

Formule 1 Hotel – Tel 01733 894400

Approximately £25 per room per night excluding breakfast accommodating 2/3 adults – note shared bathroom facilities; not en-suite.

4) Age Groups

Age groups for the 2007 proposed to be:-

Squash  - to discuss
Volleyball  - open age – Please note this has now been changed to Beginners Volllyball and open age each being a different tournament
Badminton - 15 and under, 18 and under and 19+
Table tennis - 15 and under, 18 and under and 19+
Football  - 12 and under, 15 and under, 18 and under and 19+
Tennis - to discuss

It is proposed that the over 35 age group should be removed due to the lack of participants in any sport for that age group.

For the squash tournament, a handicap system is to be implemented.  Moshin Kassam would look into this.

5) Overall team winners

Proposal for the overall team trophy points system to be changed so that there was a sub-division of the Jamaat.  Therefore you would be representing an "A" team for a Jamaat, or a "B" team for the Jamaat etc.  For example if all the "A" teams won for Peterborough, then "Peterborough A" would be awarded the overall team trophy.

6) Number of teams to be entered

19+ football

Proposal for 19 + football entries to be increased as follows:-

Big Jamaats all to be allowed to enter 4  teams.  This is on the basis that the 35+ age group has been scrapped and these Jamaats have always submitted a team.  Therefore the 19+ group should now accommodate this.

Big Jamaats are Stanmore, Hyderi, Birmingham and Peterborough.

Every other Jamaat to submit 2 teams

To be kept the same as previous years – 2 entries per Jamaat

19+ Table Tennis

As the 35+ category is proposed to be scrapped, the 19+ age group should accommodate this.  Therefore instead of 2 singles and 2 double entries, proposal to increase to 3 singles and 3 doubles.

Other age categories – table tennis

To be kept the same as previous years – 2 single and 2 doubles entries per Jamaat

Volleyball

The aim of Peterborough is to accommodate the youths as volleyball is developing for the “youths / developing” Jamaats.  This can be done in 2 ways:

Each jamaat’s entry quota is increased by one to include an entry submission by a “youth / developing” team.

Or

A separate “youth / developing” team tournament is held on Monday.  However to make this worthwhile / successful, a minimum of 4 entries must be received, otherwise this will be scrapped.

Tennis

Refer to the tennis discussion below.

7) Joining of Jamaats in submitting team entries

The rules concerning Jamaats combining to form a team been changed.  Small jamaat can borrow players from any other jamaat provided the representing Jamaat should form more than 50% of the team.

8) Entry quota system

A jamaat cannot enter a team on another jamaat’s behalf.

The entry quotas proposed are the maximum entries and this needs to be adhered to.

If a Jamat does not fill their quota of submitted teams then another Jamat can enter an extra team under the smaller Jamat.  However it is the smaller Jamat’s resposnsibility to register this with COEJ.  Tthe team representing the smaller Jamat even though belonging to another Jamat must then only represent the smaller Jamat throughout all the events.

9) Other Matters to be Provided by Peterborough Shia Sports

Cleaners will be employed to ensure that the sports centers are cleaned properly.  Past experience has shown that there has been a lack of volunteers at the end of the day to help clean the sports centers. Therefore, to avoid extra charges being levied by the Sports Centers, it is more feasible to employ cleaners.

Peterborough Shia Sports will ensure that there is a good supply of fruit for all the players throughout the whole tournament.

Peterborough Shia Sports will ensure that tea/coffee facilities are available throughout the whole tournament.

10) Jamaats and Sports responsibilities

Peterborough Shia Sports will organise and be look after  Football and Volleyballl event.

Assistance is required from other Jamaats to take responsibility to organise other sports and its administration.

11) Finance / Entry Fees

CoEJ to advise on entry fees for the sports tournament this year. Please read the minutes.

Peterborough Shia Sports will be grateful for CoEJ’s assistance and help in obtaining sponsors / donations for the tournament.

15:00

-    Hussein Jiwa (on behalf of CoEJ Committee) proposing a two minutes discussion to collate any questions on the above proposal.

15:04

-    Birmingham – Question: “With regards to Vollyball what happens if a member is playing Volleyball and Badminton how does he play both finals as there may be a clash?”

-    Mohammed Mavani (on behalf of Peterborough) – in such an instance the Vollyball final match can be rescheduled for a later time accommodating the Badminton final.

-    Stanmore Jaffery – stated it is not advisable to hold both adult and junior football on the same day due to child care issues.

-    Mohammed Mavani (on behalf of Peterborough) – Informed there are two reasons for this:

1.    We need to maximise age groups as its not feasible to have 2 sessions of powerleague on separate days

2.    This enabled the children to also play another sport on the Sunday rather than just football due it running parallel to another sport.

-    Also there will be a number of volunteers to help in the organising of children.

-    Hyderi – Suggested having children’s football on a Saturday and adults on Sunday.

-    Stanmore Jaffery – Both adults and children’s sessions must be separated due to child care issues.

-    Zulfikar Mamdani(on behalf of CoEJ) – stated it was CoEJ advice to the hosting Jamat to hold football in one day rather than to spread it over two.

-    Stanmore - informed that 5 a-side football is not feasible due to the number of Stanmore Jaffery members who look forward to participating in this annual tournament and the limitations of teams, means that a large percentage will not have the chance to participate.

-    Mohammed Mavani (on behalf of Peterborough) confirmed that there are only three seven a side pitches at Bushfield which means due to time etc the number of football teams will need to be reduced from twenty-four and so the above problem of asking members to step down will still come into effect, also disregarding the previous two years in all other tournaments the football was 5 a-side.

-    Hussein Jiwa (on behalf of CoEJ) has confirmed that the arguments from Stanmore and Hayderi can be absorbed but the final decision on such a matter will be from the hosting Jamat (Peterborough). This will be discussed with CoEJ.

15:18

-    Hussein Jiwa(on behalf of CoEJ) proposed two minutes discussion  on the above.

15:24

-    Hussein Jiwa (on behalf of CoEJ) stated if adult football is rescheduled for Sunday then Vollyball will be on the Monday. This means there are only 2 courts which will not be feasible to cater for all participants does that mean the number of volleyball teams should be reduced?

-    Hyderi suggested that adult football will not take longer than 4-5 hours which means the entire adult’s football should be completed by 3pm to which at that time Vollyball can start to avoid any collision with the two.

-    Birmigham asked what is the proposal to reducing the volleyball teams? Does it include the youth teams as well?

-    Mohammed Mavani(on behalf of Peterborugh) answerd Yes, youth teams will be reduced also for the volleyball to wait until 3pm is not feasible. Including youth each Jamat will only be able to enter two teams.

-    Zulfikar Mamdani(on behalf of CoEJ Committee) explained that the hosting Jamat has kindly provided a schedule for football as an estimation of time. This contained twenty-four teams which is an ‘exact fit’ to the time frame of which the powerleague football ground is hired for.

-    Gloucester – proposed for those Jamaats that are small and have been accounted for two teams (regarding football) if they can only enter one there will be extra slots open to the larger Jamat’s who can then submit and extra team in the name of the smaller Jamat.

Proposal – If smaller Jamat’s do not enter their maximum number of teams the larger Jamat’s can fill the position under the original Jamat’s name, e.g. If Gloucester were only to enter one football team as they have been allocated two team slots Stanmore can then enter an extra team under the name of Gloucester. In which case Gloucester will be responsible for entry fee and extra nyaz charges.

-    Mohammed Mavani(on behalf of Peterborough) explained the estimated schedule is designed using twenty four teams and so if the above proposal is to be considered it can only come into effect IF less than twenty-two teams enter the tournament.

-    Hussein Jiwa (on behalf of CoEJ Committee) confirmed that this is only for football not other sports also if one team was to enter as another Jamat all other sports are to be played as that same Jamat(not their original Jamat).

-    Mahboob Barwani(on behalf of Peterborough) confirmed the deadline for such an application is one week after the tournament entry deadline so those who are entering a team as another Jamat must make COEJ aware by August 7th. Also it should be a representative of the smaller Jamat to inform CoEJ.

16:00

-    Hussein Jiwa(on behalf of CoEJ Committee) stated a decision is yet to be made on what day the football should take place?

-    Stanmore – confirmed Saturday is not possible as many adults will be working and will not be able to attend, again mentioning the child care issue if football is held all in one day.

-    Hussein Jiwa(on behalf of CoEJ Committee) proposed a vote to take place, taking into consideration if football is to be held on a Sunday then the powerleague centre will not be available, which means Vollyball will need to have a reduced time which again means participants will be reduced.

16:00

-    Break for lunch and all Jamat’s to decide what their preferred option would be from:

1.    Keeping the proposed schedule
2.    Changing football to a two day event

16:43

-    Resume meeting
-    Vote results show that all Jamat’s agreed to option 1.

Action – Email to all Jamat’s the addresses of each sports centre (Hasnaine Jaffer)

16:45

-    outline on CoEJ website by Br Barkat

Action – Each Jamat to provide a logo and a sports description to be broadcasted on the site (All Jamat’s)

-    Peterborough to email accommodation details to be broadcasted on the site (Peterborough Shia Sports)

-    Gloucester – Question – When the site is updated can we all receive an email?

-    Barkat (on behalf of CoEJ Committee) – no please perform a manual check every 2-3 days.

-    No more questions on the website all Jamat’s agreed

Hussein Jiwa(on behalf of CoEJ Committee) Read email on behalf of Abdul Virji with regards to Golf. Question proposed should Golf be played over two days?

16:48

-    Hyderi proposed a question with regards to accommodation can children arrive on the Friday night as their tournament will start on the Saturday?

Action – Mahbub Bharwani (Chairman Shia Sports Peterborough) to find out.

-     Mahbub Bharwani (Chairman Shia Sports Peterborough) – requested two adults from each Jamat to help supervise the children, also children must be 16 and under.

-    Stanmore opposed stating in the past over 16’s were also accommodated

-    Mahbub Barwani (Chairman Shia Sports Peterborough) suggested that he will need to find out how many can be accommodated for, the estimate number is 60 but again he will find out for definite. He will need an estimation of numbers and four members from each Jamat to help supervise

Action – All Jamaats to email estimated numbers that will need accommodating, in order for the hosting Jamat to provide food and drink appropriately

-    Mahbub Bharwani (Chairman Shia Sports Peterborough) to find out the exact number that can be accommodated for and if the centre is available from Friday for those who wish to arrive early.

-    Watford – Question – asked if there is a consent form to be provided.

-    Mahbub Barwani (Chairman Shia Sports Peterborough) that is in the hands of each individual Jamat as Peterborough Shia Sports will not take responsibility hence why four members of each Jamat are requested to help.

17:00

-    Hussein Jiwa(on behalf of CoEJ Committee) the less expensive hotel proposed called Formula 1 has now been changed to Metro Inns – which have an offer: book 10 rooms and get one free and so this can be considered when booking accommodation

-    Birmingham – Question – asked on what bases is the over 35’s category being scrapped?

-    Hussein Jiwa(on behalf of CoEJ Committee) based on past tournaments there are not enough participants many only play one game etc and so this is definitely a point that will need to be raised in the brain storm meeting.

-    Stanmore propose with regards to squash there should be an under 16 and 18 group like all other racket sports

Proposal – create a category for squash under 18

-    Moshin Kassam (on behalf of CoEJ Committee) stated that both the age category and handicap idea proposed by Mahmood Ladak will work

-    Stanmore – proposed both

Proposal – create an under 18 category and have an open age with handicap solution

-    This is not the same case for football

-    Moshin Kassam(on behald of CoEJ Committee) explained about the overall trophy, as when a Jamat wins an event they gain points which contribute towards the overall trophy. The Jamat with the most points at the end will be awarded the trophy.

-    Stanmore – proposed that instead of an overall trophy a discipline or fair play award would be better.

-    Hussein Jiwa(on behalf of CoEJ Committee) – besides overall trophy there will be also a discipline or fair play award.

-    Zulfikar Mamdani (on behalf of CoEJ Committee) stated that the overall trophy is a COEJ idea and so this will be discussed and CoEJ will make the final decision.

17:17

-    Hyderi – asked with regards to football how do the draws take place?

-    Mohamed Mavani (on behalf of Peterborough Shia Sports) – For group stages the draws will be done before hand but for quarter finals, semi and finals it has been presented on the schedule that has been designed

-    Hyderi – proposed that the draws for the quarter finals semi and finals must be done on the day to create a sense of excitement; it should not be scheduled for the top team of group A to play 2nd team of group B.

-    Mohamed Mavani(on behalf of Peterborough Shia Sports) this is how the fixtures are taken in the World Cup

-    Stanmore and Hayderi opposed stating this is not the World Cup

Proposal – Draws for quarter finals, semi finals and finals must be done on the day to create a sense of excitement instead of the proposed procedure

-    Hussein Jiwa(on behalf of CoEJ Committee) suggested to leave the proposed schedule and after discussing this with the hosting Jamat a decision will be made

Volleyball

-    Stanmore Question – Jamat’s that are allocated 4 teams, can this be a mix of the youth team and adult? Or can they only include one adult team?

-    Hussein Jiwa(on behalf of COEJ Committee) this is the Jamat’s decision

-    Birmigham proposed in order to avoid confusion as youth is not really referred to as “youth” can this be changed to beginners and will refer to all those who have only been playing from six months to one year

Proposal – change the word youth to beginners and will include all those with only 6-12 months experience – on the day beginners section will be closely analysed by COEJ to decide if some beginners are too experienced.

Agreed – All Jamats

-    Hyderi Proposed have a separate beginners tournament, the winner will then enter the open age tournament.

-    CoEJ liked the idea and will look into it however taking on some arguments from Jamat’s that this will not be fair as the they may loose by a considerate amount against an open aged more experienced team. This also enabled the open age team to have an advantage at such a stage in the tournament.

-    Stanmore also pointed out that CoEJ will need to ensure when judging the beginners to consider certain possibilities i.e. if a team were to practice in advance of the tournament to be accused of being too experienced will be harsh

-    CoEJ – to look into this.

Action – CoEJ to look into judging beginners tournament.

17:37

-    2 minutes discussion on the above

17:44

-    After the discussion it was agreed that beginners volleyball will have their own league due to the disadvantages mentioned above

-    Zulfikar Mamdani(on behalf of CoEJ Committee) stated that beginners volleyball will take place on Monday

Agreed by all Jamat’s – with regards to the number of youth teams, it is up to the Jamat however the quota must be intact. i.e. if 4 teams are allowed then the youth teams come into that number.

-    Hussein Jiwa(on behalf of CoEJ Committee) with Tennis each Jamat can enter as many players as they wish, the age group is the same as the previous tournament (outlined in the proposal above) however points gained do not contribute towards the final trophy

-    Zulfikar Mamdani(on behalf of CoEJ Committee) With regards to playing as another Jamat this is only accepted IF the smaller Jamat does not fill their quota i.e. if they have a quota of 2 teams but only submit one and another Jamat have an extra team then can participate as the smaller Jamat. In such an instance the smaller Jamat will gain permission from COEJ and register this. Payment must also come from the smaller Jamat. Those who represent another Jamat are then bound to that Jamat through the tournament.

However if other Jamat members are joining an existing team who are short of participants then the existing team must occupy 50% or more of the team before other Jamat members can join.

With regards to football this is only applied IF less than 22 teams enter the tournament otherwise the schedule caters for this.

Agreed by all Jamaats.

Due to the above proposal being accepted rule 8 of the proposed document is disregarded. Within the above proposal the hosting Jamat referred to Stanmore players entering as Paris, on this note Stanmore clarified:

-    Stanmore – those who entered as Paris were not Stanmore Jaffery’s they were Stanmore Hujjat it would be appreciated if this is not confused again as Stanmore Jafferys ensured they entered according to the rules.

-    Zulfikar Mamdani(on behalf of CoEJ Committee) would like to invite Mumtaz and Br Khanji to help with the organising of the tournament.

-    Hussein Jiwa(on behalf of CoEJ Committee) requested for all chairmen and vice chairmen to ensure they advise their sports participants to keep the three proposed centres as clean as possible to avoid any extra charges.

Badminton

-    Hussein Jiwa(on behalf of CoEJ Committee) ensured that Riaz Khimji from Milton Kynes will be performing the draws and organising the rules, however someone needs to organise the tournament on the day

-    Hussein Jiwa(on behalf of CoEJ Committee) to the floor -  would anyone like to organise Badminton?

-    Leicester – explained the overall participation for Badminton has increased especially those who are over the age of 35.

-    Hussein Jiwa(on behalf of CoEJ Committee) – in that case Badminton will continue an over 35 category.

All Jamaats agree.

-    Hussein Jiwa(on behalf of CoEJ Committee) requested Leicester Jamat to organise Badminton

Proposal – Leicester (Gulamabbas Khimji)  incharge  to run the event on the day. Rrules and draws will be organised by Riaz Khimji (Milton Keynes).

Leicester Jamaat agrees

-    Stanmore – request for the hosting Jamat to outline in their proposal that they will not be responsible for personal belongings to prevent any major responsibility.

Action – include a statement under “General Rule” of the proposal to emphasise the hosting Jamat will not be responsible for any personal belongings (Peterborough Jamat).

-    Hussein Jiwa(on behalf of CoEJ Committee) requested Birmingham Jamat to organise Table Tennis

Proposal – Birmingham to organise Table Tennis

Birmingham reject.

-    Hussein Jiwa (on behalf of CoEJ Committee) hosting Jamat to liaise with Hussein Panjwani and Portsmouth Jamat with reference to organising table tennis.

18:20 Finance

-    Hussein Jiwa(on behalf of CoEJ Committee) – requested for Husein Juma to pay the outstanding bill towards tennis trophies from last year.

-    2 minutes analysis on the finance data provided

 18:25

-    Stanmore – Question -  with reference to the nyaz fee Stanmore paid £650 can an agreement be proposed for Stanmore’s nyaz fee to be reduced?

-    Zulfikar Mamadani (on behalf of CoEJ Committee)- stated that it is not the sports board’s responsibility to pay for the nyaz contribution it should be the Jamat. Also based on the number of participants £650 is a rather low figure in comparison to those Jamat’s with less participants paying £10 per head.

-    Hyderi – proposed if Trophy expense can be reduced in comparison to previous year

Proposal – reduce the expense of trophies in comparison to previous year(s)

Agreed by CoEJ.

Action – CoEJ to look into this

-    Hyderi proposed to have a floating shield instead of trophies

-    Hussein Jiwa(on behalf of CoEJ Committee) stated it is difficult to chase the Jamat if the shield is not returned

-    Mahbub Barwani(on behalf of Peterborough Shia Sports) proposed instead of trophies the individual players can be given medals

-    Zulfikar Mamdani (on behalf of CoEJ Committee) proposed instead of the winning Jamat receiving a trophy what if they were awarded a shield which if it is not returned by the next Proposal meeting that Jamat will be fined.

Proposal – The winning Jamat will be awarded a trophy and the players will receive a medal, the runners up will also receive a medal

All Jamaats agree.

Entry Fee

-    It has been proposed by the hosting Jamat that entry fee will be in the sum of £10 per sport however for volleyball it will be £15. in such an instance if a participant was to play volleyball and football the total entry charge would accumulate to £25.00

-    Stanmore – disagree with this as they feel it is rather expensive when considering transportation and other factors.

-    Hussein Jiwa (on behalf of CoEJ Committee) stated with regards to last years tournament Stanmore (hujjat) made a proposal to cater food for 3 days but this was not the case and so a realistic charge needs to be applied in order to avoid any deficit.

-    Birmingham – Question – if each Jamat is contributing towards nyaz why increase the charge of entry fees?

-    Hussein Jiwa (on behalf of COEJ Committee) referring to the accounts provided even £10 per head is not feasible hence the entry fee increase

-    Zulfikar Mamdani(on behalf of CoEJ Committee) referring to the accounts Stanmore having 170 participants really should be paying a larger fee than only £650 taking this into consideration as an example, an increase needs to be made somewhere to balance this.

-    Zulfikar Mamdani(on behalf of CoEJ Committee) as £15 may cause a problem for Vollyball in general, only adult volleyball will be £15.

-    Hayderi does not agree

-    Stanmore –Question – asked what CoEJ is doing for all the fees that the Jamat’s are paying?

-    Hussein Jiwa (on behalf of CoEJ Committee)- stated organising the tournament.

-    Hussein Jiwa (on behalf of CoEJ Committee) asked the floor to be realistic to avoid deficit.

-    Stanmore proposed CoEJ should find funds to cater for such a deficit instead of increasing entry fees.

-    Hussein Jiwa (on behalf of CoEJ Committee) confirmed this is not COEJ responsibility.

-    Gulamabbas Khimji (Leicester) – feel saddened that such a topic plays a large factor, asked the floor to think of the children who will continue the running of this tournament (Inshallah) and feel that the proposed fee is suitable.

-    Hussein Jiwa (on behalf of CoEJ Committee) proposed due to number of participants and nyaz the entry fee should be as stated but beginner’s volleyball should be reduced at a cost of £10.

-    At this point Zulfikar Mamdani (on behalf of CoEJ Committee) confirmed that a participant cannot play two sports on the same day except on the final day which some games might clash with other finals.

Proposal (by Hussein Jiwa (on behalf of CoEJ Committee)) – Nyaz fee will be the same.

The proposed nyaz fee as confirmed by Zulfikar Mamdani (on behalf of CoEJ Committee) is as follows:

Participants            Fee

1-9                £10 per person
10-49                £250
50-99                £350
100-149            £500
150-300            £750

Nyaz - Agreed by all Jamat’s
New Entry Fee also agreed at this point.
£10 per sports excepy adult volleyball.
£15 for adult volley ball

-    Zulfikar Mamdani(on behalf of CoEJ Committee) informed on each entry form there will be a tick box asking the participant if they will be having nyaz, however this is not a definite answer it is merely to provide an estimation to the committee.

-    Hussein Jiwa(on behalf of CoEJ Committee) stated Football and Volleyball rules have been produced by the hosting Jamat (attached to the proposal) football rules have been confirmed by official power league referees.

-    Hussein Jiwa(on behalf of CoEJ Committee) has requested if there are any queries regarding the rules provided, then an email will be needed with in 7 days

-    Hyderi – requested for the hosting Jamat to ensure all referees follow the same rule to avoid any confusing decisions as per previous years.

-    Hussein Jiwa(on behalf of CoEJ Committee) asked Stanmore to produce the rules for tennis. With regards to Table Tennis CoEJ will investigate

Action – CoEJ to investigate matters concerning Table Tennis.

AOB

-    Mohammed Mavani(on behalf of Peterborough Shia Sports) – requested any willing  donors to please come forward.

-    Hussein Jiwa(on behalf of CoEJ Committee) – corrected the above to state if there are any willing donnas then please see Moshin Kassam of CoEJ.

-    Hyderi – Question – Is the deadline for all entries July 31st 2007?

-    Hussein Jiwa(on behalf of CoEJ Committee) – confirmed deadline is 31st July 2007 any entries after this date will result to a penalty.
